Rashtriya Raksha University and CDSL, under the CDSL-RRU Project, conducted Financial Awareness and Cyber Resilience Training to the 185 Battalion in Srinagar, J&K.
The Rashtriya Raksha University (RRU), Gandhinagar, Gujarat, as part of the Central Depository Services (India) Limited & Rashtriya Raksha University (CDSL-RRU) initiative, successfully delivered a one-day training programme on “Financial Planning, Financial Fraud, and Cyber Fraud Prevention and Mitigation” at the Recruit Training Centre, Srinagar 185 Battalion (Lethpora, Pulwama). Such training programmes have become increasingly important as financial systems in India move rapidly towards digital platforms. Across the country, soldiers and security personnel are being encouraged to manage their finances wisely and stay alert against online threats, as they are often targeted by fraudsters due to regular salaries and limited access to financial guidance during active duty.

This programme, led by Brigadier Rohit Nautiyal (DIG/Principal), aimed to enhance financial awareness throughout India. Leadership support plays a key role in the success of awareness programmes, especially in security forces, where discipline and structured learning are already strong. When senior officers take an active interest in such initiatives, it sends a clear message that financial well-being and cyber safety are as important as physical security and operational readiness.
Following the introductory remarks, Ms Anshu Singh, Assistant Professor at Rashtriya Raksha University, presented the overview of the vision and mission of the University and delivered specialised training to the organisation. Universities like RRU have been created with a national focus on security, governance, and capacity building. By sharing the University’s mission, the session helped participants understand how academic institutions support real-world challenges faced by uniformed services, especially in areas like financial literacy and cyber safety, which are often overlooked in traditional training.
This initiative highlights RRU’s commitment to equipping individuals with the knowledge and tools needed to handle modern financial systems and protect themselves from fast-changing cyber threats. In recent years, cases of digital payment fraud, fake investment schemes, and identity theft have risen sharply across India. Training sessions that explain these risks in simple terms help personnel recognise warning signs early and avoid financial loss for themselves and their families.
The programme covered essential topics designed to empower participants with practical strategies for sound financial management and strong defence against fraudulent activities. Simple ideas such as budgeting, saving, and understanding basic financial products can make a major difference over time. When combined with clear guidance on avoiding suspicious calls, messages, and online links, such knowledge becomes a strong shield against common fraud methods.
Deputy Commandants Shri Dolfe Jacob and Shri Pawan Kumar initiated the session by outlining the training’s objectives and structure, highlighting that 480 registered recruits would receive certificate training from Rashtriya Raksha University. Certification adds value to such programmes as it formally recognises the learning effort of participants and encourages them to take the sessions seriously. It also helps spread awareness further, as trained personnel often share what they learn with their colleagues and families.
Following their address, experts introduced their respective universities, explained the vision of Rashtriya Raksha University, and detailed the objectives and nationwide mandate of the CDSL-RRU Project. National-level projects like this aim to create a common understanding of financial safety across different regions and services. By reaching remote and sensitive areas like Jammu and Kashmir, the project ensures that awareness is not limited to major cities alone.
The training programme, a component of the CDSL–RRU Project, was successfully executed at RTC, Srinagar. It received an overwhelming response from around 600 personnel, including grading officers, SOS, and staff, who participated in two batches. High participation shows the growing interest among security personnel in understanding financial matters, especially as digital banking and online transactions have become part of daily life even in operational areas.
Participants appreciated the relevance, clarity, and practical nature of the sessions, which focused on financial planning, common financial and cyber frauds, preventive steps, and mitigation strategies. Such feedback reflects the need for more hands-on examples and real-life cases, which make learning easier and more memorable, especially for those without a background in finance or technology.
The successful execution of this training at RTC, Srinagar, marks an important step in the ongoing mission of the CDSL-RRU Project to build financial awareness and cyber resilience across the nation. Rashtriya Raksha University has been involved in several initiatives aimed at national security and public awareness, and this programme fits well within that broader vision. By addressing financial planning and cyber safety together, the training acknowledged the reality that financial security and digital security are closely linked in today’s world.
Brigadier Rohit Nautiyal’s leadership played a key role in the smooth delivery of the programme, underlining the Recruit Training Centre’s commitment to the overall well-being of its personnel. This initiative stands as a strong example of how academic institutions and security forces can work together to prepare individuals for modern challenges, ensuring they are protected not only on duty but also in their personal financial lives.
