 In a major move to modernize India’s policing system, Rashtriya Raksha University (RRU) has proudly inaugurated the second phase of the Gandhinagar SMART Police City project. This is not just a step forward—it’s a giant leap in how law enforcement will operate in the future. The project is the first of its kind in India and is a true reflection of the vision laid out by Prime Minister Shri Narendra Modi and Home Minister Shri Amit Shah.

The SMART policing model aims to bring a fresh approach to the way police interact with the public and handle crime. The acronym SMART stands for Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, and Tech-savvy and Trained. This balanced approach helps build trust between the police and the community while making sure that law enforcement officers are equipped with the right tools and knowledge to serve efficiently.

The launch event was graced by several important figures. Prof. (Dr.) Bimal N. Patel, the respected Vice Chancellor of RRU, led the ceremony. He was joined by Shri Siddharth Khatri (IGP Retd.), Mr. Ayush Jain (ASP Gandhinagar), Dr. Jasbir Thandani (Dean, RRU), and Mr. Aditya Purohit (Research Officer, VC Office). Shri Ravi Teja Vasamshetty could not attend in person but extended his support in absentia.

This second phase of the project focuses on using cutting-edge technology and smart methods to improve policing. From faster response times to smarter crime prevention strategies, the tools introduced in this phase aim to make a real difference on the ground. Whether it’s real-time surveillance, predictive policing, or better communication systems, the project is set to redefine the way police work.

One of the key elements of this initiative is training. RRU is hosting a five-day intensive training program for 100 police officials. These officers will receive hands-on training in several high-priority areas:

  • Cyber Security: Understanding digital threats and cybercrime.

  • Open-Source Intelligence (OSINT): Using publicly available data for investigations.

  • Geographic Information Systems (GIS): Location-based tools for crime mapping and analysis.

  • Forensic Science: Modern techniques for evidence collection and analysis.

  • Financial Crime Investigation: Tackling white-collar crime.

  • VIP Security: Ensuring safety during high-level events.

  • Police Station Management: Improving day-to-day operations.

This practical learning is expected to not only improve the skills of police personnel but also help them handle modern-day challenges more efficiently.

The success of the SMART Police City project is thanks to the close cooperation between the State Government of Gujarat and the Ministry of Home Affairs, Government of India. RRU has expressed its deep gratitude to the Chief Minister of Gujarat and the Home Minister of India for their support in making this initiative a reality.

RRU, known as a national center of excellence, plays a vital role in developing future-ready law enforcement officers. Its ongoing commitment to research, education, and advanced training makes it a cornerstone in shaping India’s policing future.

As we look forward, the SMART Police City project is not just about using new technologies—it’s about building a safer, more responsive, and more trustworthy police system for all. Gandhinagar is now leading the way, showing how smart strategies, strong leadership, and dedicated training can change the face of policing across India.
