An MoU was signed on April 16, 2025, between RRU Vice Chancellor Dr. Bimal N. Patel and CISF IG (Training) Shri Dinesh Pratap Parihar.

The Central Industrial Security Force (CISF) and Rashtriya Raksha University (RRU) have formed a strong cooperation, marking a significant milestone in enhancing India’s industrial and national security. Governmental organisations, as well as commercial and private security systems nationwide, stand to gain from this partnership.
Union Home Minister Shri Amit Shah emphasised the value of collaboration between public and private security agencies during the CISF’s 53rd Raising Day. He made the point that although CISF is crucial to protecting vital infrastructure, it is unable to meet all of the country’s needs on its own. Therefore, to provide complete protection, private security firms must also step up and cooperate with government forces.
This collaboration between CISF and RRU is a perfect fit with the government’s overarching goal of developing future-ready policing and national security professionals under Mission Karmayogi.
With around 1.88 lakh employees, the CISF guards more than 359 important infrastructures throughout India, such as the Parliament House, power plants, seaports, airports, metro rail, and historical monuments. CISF has adhered to its motto, “Protection and Security,” since its founding in 1969.
As a central institution designated as an Institution of National Importance, RRU is heavily involved in national security, law enforcement, and policing research, training, and instruction. With this collaboration, RRU and CISF will now collaborate closely to create and provide cutting-edge training materials, hands-on experience, and research-based programs that are specifically suited to the requirements of CISF staff.
As per the agreement, CISF and RRU will work together on many projects:
Enhancing Training Academies: RRU will contribute professional knowledge to improve the calibre and efficiency of CISF’s training facilities.
Joint Education Programs: To improve the knowledge and skill sets of CISF personnel, a range of online and offline courses, such as workshops, seminars, and lectures, will be made available.
Building Capacity through iGoT: CISF officers would receive specialised training through the Government of India’s iGoT platform to keep them abreast of the most recent procedures.
Opportunities for Internships and Fieldwork: Through fieldwork and internships, RRU researchers, students, and professors will get firsthand knowledge of CISF.
Research and Innovation: RRU will encourage indigenous development, conduct research, and provide creative solutions to address the practical security issues that CISF faces.
Security courses and lectures will be provided by CISF officers at RRU, providing students with in-depth knowledge of current security operations.
Knowledge Sharing with the Private Sector: To help raise the bar for private sector protection standards, the corporate security community will be exposed to the best practices of CISF.
Dr. Bimal N. Patel, vice chancellor of RRU, sent his sincere appreciation to the Ministry and the Union Home Minister for making this partnership possible. The program would make a substantial contribution to a more “Self-reliant and Secure India – Atmasurakshit and Saksham Bharat,” he emphasised.
On April 16, 2025, the MoU was signed at the CISF Headquarters in New Delhi. The event was attended by key leaders, including Shri Dinesh Pratap Parihar (IG – Training, CISF), Shri Aditya R. Purohit (RRU), and Shri Biren Kumar Sethy (Commandant – Training, CISF). CISF DG Rajwinder Singh Bhatti expressed his excitement for a visit to RRU soon and praised the partnership.
RRU will organise a tripartite round-table conversation with government agencies, academic institutions, and business security specialists to further develop this collaboration. The seamless execution of this collaboration will be the primary responsibility of a specialised unit within RRU.
Through this partnership, CISF and RRU hope to reshape India’s security environment in a way that is more intelligent, robust, and cooperative.
