International Training Program On Combating Financial Crimes At RRU

The School of Criminal Law and Military Law (SCLML) at Rashtriya Raksha University (RRU), in partnership with the International Cooperation and Relations Branch (ICRB), has officially launched a two-week specialised training program under the prestigious Indian Technical and Economic Cooperation (ITEC) initiative. This significant program, fully sponsored by the Ministry of External Affairs, Government of India, commenced on August 18, 2025, and is scheduled to conclude on August 29, 2025.
Rashtriya Raksha University (RRU) is a national university in Gandhinagar, Gujarat. It’s recognised as an “Institution of National Importance,” focusing on areas like security, cyber security, internal security, and digital forensics. It was upgraded to this status by an Act of Parliament in 2020. ITEC, run by India’s Ministry of External Affairs since 1964, is a key program that trains thousands of professionals from many countries every year.
The program has garnered remarkable international engagement and fostered robust collaboration across various borders. Participants from a diverse array of nations, including the Maldives, Malawi, Fiji, Eswatini, South Africa, Lesotho, Venezuela, Ghana, and Tanzania, are actively participating. This broad representation underscores the core spirit of global learning, facilitates extensive knowledge exchange, and promotes collective growth among the participating countries.
ITEC covers over 150 countries across Asia, Africa, Latin America, and Europe. It offers short-term training that is fully paid for, which includes airfare, travel, course fees, living costs, books, and more all by the Indian government. The comprehensive training curriculum covers a range of critical topics essential for modern criminal justice systems. These include:
Forensic Evidence in Civil and Criminal Trials: A significant focus will be placed on DNA profiling and its various applications in legal proceedings. Modern forensic labs are using state-of-the-art tools to handle DNA data carefully so that it is fair and correct.
Judicial Behaviour: This module will delve into the ethics, neutrality, and professionalism expected in judicial proceedings, emphasising the importance of unbiased and fair conduct. Teaching judges and legal experts about staying fair and honest helps build trust in the law.
Human Trafficking: The program will address the complex challenges associated with the effective prosecution of human trafficking cases, aiming to enhance strategies for combating this global issue. Many ITEC trainings include help for fighting human trafficking, which is a global challenge.
International Cooperation and Mutual Assistance: Participants will explore mechanisms for cross-border collaboration and mutual assistance in legal matters, crucial for addressing transnational crimes and ensuring justice across jurisdictions. ITEC also helps countries learn how to work together when crime crosses borders.
Transnational Organised Crime: Delving into the structures of organised crime groups and effective investigative strategies to combat them. Learning how criminal groups work helps law officers stop them better.
Investigative strategies: Participants will delve into advanced techniques and methodologies for effective criminal investigations. The training includes modern ways to gather clues, talk to witnesses, and solve crimes with care.
Crime Scene Investigation and Management: Focusing on best practices for evidence collection and preservation to ensure the integrity of investigations. Crime scene training teaches how to keep evidence safe so it can be used in court.
Collection and preservation of evidence: The program emphasises best practices for securing and maintaining the integrity of evidence, crucial for successful prosecutions. Good labs and trained staff help guard evidence so justice can be done.
Digital Evidence in the Criminal Justice System: Addressing the crucial aspects of authenticity, admissibility, and analysis of digital evidence in legal proceedings. With digital data everywhere, computers knowing how to check it carefully is vital.
Integrity and admissibility challenges: Addressing the complexities surrounding the reliability and legal acceptance of evidence in court proceedings. Courts must be sure the evidence is real and fair before letting it in trials.
Integrating AI in Criminal Justice: A significant portion of the training is dedicated to analysing the role of Artificial Intelligence in enhancing prosecutorial efficiency and upholding judicial integrity. This includes discussions on AI-powered tools for evidence analysis, predictive policing, and ethical considerations in AI deployment within legal frameworks. RRU has schools like the School of IT, Artificial Intelligence and Cyber Security (SITAICS) that focus on how AI and tech help in law and justice.
During the opening ceremony, officials from Rashtriya Raksha University highlighted the institution’s unwavering commitment to Training, Research, and Capacity Building in the critical domains of Security and Investigation. They underscored that this program is poised to strengthen strategic ties and foster invaluable knowledge partnerships between India and the participating nations. This collaborative effort is expected to significantly support global endeavours to combat financial crimes, a challenge that transcends national borders and requires a unified international response. RRU has a “TREE” model: Training, Research, Education, Extension to guide all its work in security and policing.
The ITEC program, a flagship initiative of the Government of India, has been instrumental in sharing India’s development experience and expertise with partner countries across the globe since its inception in 1964. Over two billion dollars have been spent under ITEC since it began, helping countries build capacity and boosting India’s friendship across the world. This intensive two-week program is meticulously designed to equip participants with advanced knowledge, facilitate the crucial sharing of experiences, and significantly enhance international cooperation in addressing the complex challenges inherent in the investigation and prosecution of financial offences.
Through ITEC, India shares not only academic lessons but also hospitality and culture with trainees coming from across the world. This ITEC-sponsored program at RRU is a testament to India’s growing role as a global leader in knowledge sharing and capacity building. By equipping international participants with cutting-edge knowledge and skills, the initiative aims to strengthen criminal justice systems worldwide and promote a more secure and equitable global society. RRU is one of more than 100 institutions across India that host ITEC courses each year.
