Delegation from Uttar Pradesh Visits Rashtriya Raksha University; Lauds Its Vision and National Role in Capacity Building
Gandhinagar, Gujarat, A delegation led by Dr Sudhir M. Bobde, Additional Chief Secretary to the Hon’ble Governor of Uttar Pradesh, along with the Vice Chancellor from Harcourt Butler Technical University (HBTU), Dr A.P.J. Abdul Kalam Technical University (AKTU), and Madan Mohan Malaviya University of Technology (MMMUT), visited Rashtriya Raksha University (RRU), Gandhinagar, to explore avenues of academic collaboration and to understand RRU’s growing role in strengthening India’s internal security ecosystem.
The visit comes at a time when states across India are looking to modernise policing, security training, and public administration. Uttar Pradesh, being one of the largest states with complex law and order needs, has shown a strong interest in institutions that focus on future-ready security education. Such delegations help bridge the gap between traditional universities and specialised national institutions like RRU, which focus on real-world security challenges.
During the visit, the delegation was briefed on RRU’s evolution as India’s first national university dedicated to policing, security, strategic studies, forensics, cyber security, and leadership development, established under the vision of the Hon’ble Prime Minister Shri Narendra Modi and the Hon’ble Union Home Minister Shri Amit Shah.
RRU was created to meet a long-felt need for a central university that combines academic learning with hands-on training in security and policing. Unlike conventional universities, RRU was designed to directly support national security priorities. Its courses are aligned with current and emerging threats such as cybercrime, terrorism, organised crime, and disaster management. The focus on leadership development is especially important, as modern security forces require officers who can think clearly, act ethically, and lead teams under pressure.
The delegation toured RRU’s state-of-the-art infrastructure, including its advanced training facilities, research centres, and technology-enabled laboratories.
These facilities reflect the university’s emphasis on practical learning. RRU houses simulation labs, forensic science units, cyber security centres, and training grounds that mirror real operational environments. Such infrastructure allows students and serving officers to practise skills in controlled settings before applying them in the field. This approach helps reduce training gaps and enhances readiness among security personnel.
The discussions highlighted RRU’s unique academic model, which integrates policy, practice, and technology, making it a national hub for capacity building among police, paramilitary forces, civil servants, and security professionals.
This integrated model is increasingly seen as essential in today’s complex security landscape. Policy decisions affect ground operations, while technology shapes both crime and its prevention. By bringing these elements together, RRU ensures that learners understand not just what to do, but why it matters. The university regularly conducts training programmes for state police forces, central armed police forces, prison officials, and government officers, helping to standardise best practices across regions.
The Hon’ble Governor of Uttar Pradesh, through his office, appreciated the rapid growth of RRU and its expanding national footprint.
In a short span, RRU has built partnerships with state governments, central agencies, and international institutions. Its training programmes now attract participants from multiple states, showing growing trust in its academic and operational value. Such recognition from the Governor’s office highlights the university’s relevance beyond Gujarat and positions it as a shared national resource.
It was echoed that RRU has emerged as a centre of excellence for security education, playing a pivotal role in shaping future-ready leadership aligned with the vision of Viksit Bharat @2047 and Amrit Kaal.
The idea of Viksit Bharat @2047 places strong emphasis on safe cities, strong institutions, and skilled human resources. Security education plays a quiet but critical role in this vision. By preparing officers who understand law, technology, and human rights, RRU contributes to long-term national stability. The reference to Amrit Kaal underlines the importance of building systems today that will serve the country for decades.
The interaction reaffirmed the shared commitment of academic institutions and government bodies to work collaboratively towards strengthening India’s security architecture through knowledge exchange, training, and innovation.
Such collaborations can lead to joint research projects, student exchanges, faculty development, and customised training programmes for state needs. Technical universities from Uttar Pradesh bring strengths in engineering and innovation, while RRU offers domain expertise in security and governance. Together, these institutions can create solutions that are both practical and scalable. The visit signals a positive step towards deeper cooperation, where education becomes a key pillar in building a safer and more prepared India.
