RRU and SSB Forge New Era In Counter-Insurgency Training

Rashtriya Raksha University (RRU) and Counter‑Insurgency and Jungle Warfare School (CI&JWS), Gwaldam, Sashastra Seema Bal Join Hands to Strengthen Training and Capacity Building in Counter-Insurgency and Jungle Warfare.
Rashtriya Raksha University (RRU), India’s pioneering National Security and Police University under the Ministry of Home Affairs, Government of India, signed a Memorandum of Understanding (MoU) with the Counter-Insurgency and Jungle Warfare School (CIJWS), Sashastra Seema Bal (SSB), Gwaldam, virtually on 04 November 2025. RRU is acknowledged as a national university of importance under India’s Ministry of Home Affairs, established to specialize in internal security, policing, strategic studies and training. The CI&JWS, SSB, Gwaldam is one of the key training schools for jungle warfare and counter-insurgency skills in difficult terrain, located in Uttarakhand’s Chamoli district. So this partnership brings together a strong academic training institution (RRU) and a specialised field-operations training school (CI&JWS) to boost India’s security preparedness.
The virtual signing ceremony was graced by Prof.(Dr.) Kalpesh. H. Wandra, Pro Vice Chancellor, Rashtriya Raksha University and Mr. Avinash Kharel, Dean, Accreditation and Affiliation, and Shri Ranganadh Chintada, Officiating Deputy Inspector General, CI&JWS School, SSB Gwaldam and personnel from the Sashastra Seema Bal CI&JWS, Gwaldam. In his address, Dr. Wandra highlighted that the partnership will serve as a significant step towards integrating academic knowledge with field-level operational expertise. He stated that “this collaboration will bridge the gap between research-driven academic insight and ground-level experience, ensuring that India’s security apparatus benefits from both innovation and practical preparedness.”
RRU’s academic model emphasizes combining training, research and education for security and policing, which aligns with Dr. Wandra’s statement of bridging academic insight with field operations. For SSB’s CI&JWS, integrating simulation-based learning and modern tactical modules is increasingly important as terrain, insurgent tactics and border threats evolve. Thus the statement underscores a desire to build capability not only through classroom or theory, but through hands-on and real terrain exposure.
Representatives from CI&JWS, SSB, Gwaldam appreciated the initiative and emphasized that the MoU will enhance tactical training, simulation-based learning, and exposure to evolving operational strategies in counter-insurgency and border management. Shri Ranganadh Chintada, Officiating Deputy Inspector General, CI&JWS School, SSB Gwaldam, stated that this collaboration will strengthen accreditation, joint certification, capacity building, and expertise exchange between the two institutions.
Accreditation and joint certification ensure that training delivered is recognized and standardized, which helps officers and trainees across agencies – a trend in security education. Public Information Bureau (PIB) release confirms these elements of accreditation under the MoU. Simulation-based training in rugged jungle or counter-insurgency settings is now seen as essential because real-world threats change quickly (terrain, tactics, technology). CI&JWS already has deep experience in training commando-style and jungle-terrain operations under SSB. So, the collaboration is more than symbolic, it focuses on making training robust, relevant and recognised.
The collaboration aims to promote joint training programmes, capacity building, research, and knowledge exchange in the areas of counter-insurgency, jungle warfare, border management, and internal security. Under this MoU, training programmes conducted by CI&JWS, SSB, Gwaldam will be accredited and jointly certified by Rashtriya Raksha University, ensuring academic recognition, quality assurance, and alignment with national standards of professional training.
RRU’s mandate is to become a “Centre of Excellence” for security, policing, strategic and internal security studies, so aligning its accreditation role with CI&JWS fits that mandate. The focus on research and knowledge exchange is important because insurgency and jungle warfare techniques continually evolve (weaponry, surveillance, terrain adaptation, cross-border movement), so academic-field linkages matter to update doctrine. The partnership thus addresses both training and research dimensions of the security ecosystem.
Hence the outcome is expected to be not just “training officers” but also “creating knowledge” on future threats and border challenges.
The MoU provides for development and delivery of joint training modules and certification programmes for SSB personnel and trainees; Exchange of faculty, trainers, and experts between RRU and CI&JWS for lectures, workshops and seminars; collaborative research and documentation projects on emerging security threats, counter-insurgency operations, and border area challenges; opportunities for internships and field visits for RRU students to gain hands-on exposure to counter-insurgency and jungle warfare practices.
The exchange of faculty and experts enables RRU’s academic staff to get first-hand field insights (from CI&JWS) and SSB trainers to bring academic rigour (from RRU). This “two-way” exchange is key in modern security education. Additionally, internships and field visits are useful for students of security studies to understand real terrain and operations, something RRU promotes. Collaborative research and documentation will help build doctrine and best-practices for border and jungle operations, which is a growing Indian priority given insurgency, border tension and terrain-based threats. Thus the MoU is comprehensive, covering training, certification, research and student exposure.
The collaboration reiterates RRU’s mission to serve as the Centre of Excellence in security, policing, and strategic studies. It also complements the SSB’s continued efforts to modernize its training infrastructure and skill development for personnel deployed in challenging terrains. The ceremony concluded with expressions of mutual commitment to sustained engagement, research partnerships, and the promotion of national security goals through education and training excellence.
RRU has indeed declared its mission around training, research and education in security, internal security, cyber security, policing etc. Rajasthan RRP University SSB, particularly its CI&JWS unit in Gwaldam, is engaged in training of border force personnel in jungle, mountain and insurgency-type operations; modernization of training is a continuing need given the evolving nature of threats (hybrid tactics, terrain, drones). Therefore this MoU is timely and addresses the intersection of modern academic security studies and demanding field operations.
