Rashtriya Raksha University’s BCORE Unveils Strategic Initiatives to Promote and Advance Olympism in Gujarat and India

Rashtriya Raksha University (RRU), an institution of national importance under the Ministry of Home Affairs, Government of India, hosted a high-profile media interaction on 27th December 2025 at Karnavati Club, Ahmedabad.

Such media interactions are increasingly used by national institutions to share long-term vision rather than short-term announcements. RRU, which was established to strengthen India’s internal security education, has steadily expanded into areas where sports, governance, and national service intersect. Hosting the event in Ahmedabad also highlights Gujarat’s growing role as a hub for education, policy dialogue, and large-scale sporting initiatives.

The session was chaired by Hon’ble Vice-Chancellor Prof. (Dr.) Bimal N. Patel, alongside Mr Yash Sharma, Director, School of Physical Education and Sports (SPES), and Dr Utsav Chaware, Director, Bharat Centre of Olympic Research & Education (BCORE). The interaction brought forth several strategic announcements aimed at reinforcing RRU’s commitment to excellence in national security education and global sports collaboration.

Leadership presence from both academic and sports research wings underlines how modern universities now work across disciplines. Around the world, Olympic studies centres are often linked with public policy, ethics, and governance, and RRU is following this global academic model by combining security studies with sport science and research.

The Bharat Centre of Olympic Research and Education (BCORE), established in June 2024, stands as India’s and South Asia’s first Olympic Studies Centre recognised by the International Olympic Committee (IOC). Since its inception, BCORE has been actively delivering and disseminating IOC initiatives, advancing interdisciplinary research, sport governance studies, and global academic cooperation within the Olympic framework. Through national and international collaborations, research funding, and contemporary gap analysis, BCORE has positioned itself as a thought leader in promoting Olympism, fostering sporting excellence, and building India’s knowledge ecosystem in Olympic studies and governance.

Globally, IOC-recognised Olympic Studies Centres play a key role in shaping sports policy, education, and ethical standards. India’s entry into this space fills a long-standing gap, as most such centres have traditionally been located in Europe, Australia, and North America. BCORE’s focus on governance and research aligns with the IOC’s broader push for transparency, athlete welfare, and clean sport.

Rashtriya Raksha University will host eight disciplines of the World Police and Fire Games 2029, marking India’s debut as host of this prestigious Olympic-style event for law enforcement and fire service personnel worldwide. RRU will host Wrist Wrestling, Bench Press, Bodybuilding, Cross Country 10km, Push-Pull Lifting, Muster, Indoor Rowing, and Darts on its advanced campus infrastructure.

The World Police and Fire Games are among the largest multi-sport events in the world, often compared to the Olympics in scale for uniformed services. Hosting even a part of the Games requires strong logistics, security planning, and athlete support systems, areas where RRU’s expertise naturally fits. India’s participation success in recent editions has also increased interest in hosting such events.

The biennial Games attracted over 9,000 athletes from numerous countries competing in 60+ sports at the 2025 USA edition, where India won over 600 medals. Following observations at these games, the RRU team has prepared a comprehensive roadmap documenting best practices and strategies for hosting major international sporting events, including the FIFA World Cup, Commonwealth Games, Asian Games, and Youth Olympic Games.

Countries that host multi-sport events often use them as testing grounds for future mega-events. Learning from established hosts helps reduce costs, improve athlete experience, and avoid organisational risks. This planning approach reflects India’s growing ambition to host more global sporting competitions.

The university has established a dedicated Secretariat to coordinate all aspects of planning, logistics, venue management, and athlete services for the eight sporting disciplines. RRU is also building a cadre of 500 trained volunteers to support the smooth conduct of the Games. Additionally, RRU’s state-of-the-art School of Physical Education and Sports features a comprehensive Human Performance Lab that has tested over 4,070 individuals and completed 50+ research studies. The university is also developing a Sports Indoor Complex and an Anti-Doping Laboratory.

Volunteer programmes and performance labs are now considered essential parts of modern sports ecosystems. Anti-doping laboratories, in particular, are critical for ensuring fair competition and athlete health. India has been expanding its anti-doping infrastructure to meet international standards, and RRU’s efforts support this national priority.

Building on the success of its inaugural edition in collaboration with the Ministry of Youth Affairs and Sports, which gathered more than 20 international experts and delegates from 14 countries, BCORE proudly announces the 2nd International Olympic Research Conference, scheduled for January 27-30, 2026, at Rashtriya Raksha University, Gandhinagar.

International research conferences help shape future sports policies and encourage shared learning. India hosting such events reflects growing confidence in its academic and organisational capabilities within the global sports community.

BCORE announces the BCORE Night Run 2026, scheduled for January 10, 2026, in Gandhinagar – a groundbreaking mass participation event designed to promote night safety, inclusivity, and Olympic values across communities. This nighttime run will unite civilians, law enforcement personnel, and para-athletes in a shared celebration of fitness, unity, and the Olympic spirit.

Night runs have become popular worldwide as tools to promote safe public spaces and community engagement. Including para-athletes and security personnel sends a strong message of inclusion and trust, reinforcing sport as a bridge between citizens and institutions.

Speaking at the press conference, Prof. (Dr.) Bimal N. Patel, Vice-Chancellor of RRU, emphasised the university’s transformational role in India’s sporting landscape. As Gujarat and India prepare for mega-events, including the World Police and Fire Games 2029, Commonwealth Games 2030, and India’s 2036 Olympics bid, RRU and BCORE stand at the forefront of building a robust sporting ecosystem grounded in research, inclusivity, and Olympic values.
