RRU Hindi Fortnight Opens on September 15 in Gandhinagar

RRU opens 15-day Hindi programme with competitions for students and staff

Rashtriya Raksha University (RRU) in Gandhinagar began its “Hindi Fortnight Celebration 2026” on 15 September, with a programme focused on the use of Hindi in public communication and a series of competitions planned over the next two weeks.

The programme will run from 15 to 29 September. Students, faculty members and staff attended the opening event at the university.

Assistant Professor Dr Shahenshah Gulfam opened the programme with a welcome address. He spoke about the practical use of Hindi and said there was a need to use the language more widely in public communication. He also spoke about the ease with which Hindi can be understood and used.

Mahesh Khushlani, Member Secretary of the Hindi Committee, then gave details of the activities planned for the 15-day programme.

The schedule includes poetry recitation, quizzes, discussions and letter-writing competitions. The Hindi Committee said these activities are intended to encourage interest in Hindi and give students and staff opportunities to use the language.

Dr Anand Kumar Tripathi, Chairman of the Hindi Committee and the special guest at the event, spoke about the purpose of the fortnight. The programme, according to the university’s account, is aimed at increasing interest in Hindi and encouraging its use within the university.

Nishant K., a member of the Hindi Committee, thanked the committee members at the end of the opening ceremony. He also expressed hope for continued support for future programmes. The event was conducted by Atibha Singh Chaudhary.

The RRU programme comes during the period when government institutions across India hold Hindi Day and Hindi Fortnight activities. Hindi Day is observed on 14 September. The date marks the adoption of Hindi in Devanagari script as the official language of the Union by the Constituent Assembly in 1949. The Government of India has continued to organise Hindi-related programmes in September to encourage its use in official work.

The Department of Official Language, under the Ministry of Home Affairs, is responsible for matters linked to the progressive use of Hindi for the official work of the Union. The department was set up as an independent department of the Ministry of Home Affairs on 26 June 1975. Its work includes implementing constitutional and legal provisions on the official language and supporting the wider use of Hindi in Union government work.

The wider language policy has its roots in the Constitution. Article 343 deals with the official language of the Union, while Article 351 gives the Union a duty to promote the spread and development of Hindi. The Constitution also recognises a wider group of languages through the Eighth Schedule.

Government guidance on Hindi Fortnight has also allowed institutions some flexibility in choosing the exact dates for their programmes. Official guidance says Hindi Fortnight activities can begin around Hindi Day and may continue through 29 September. It also lists activities intended to encourage the use of Hindi in official work.

For RRU, the programme has a particular setting. The university is an Institution of National Importance established by an Act of Parliament in 2020. Its work covers national security, police education, research and training. The university is based at Lavad in Dehgam, Gandhinagar, Gujarat, and also operates campuses in several parts of India.

RRU’s current academic programme includes courses in areas such as security management, police science, internal security and forensic investigations. Its website lists programmes at the Gujarat campus as well as campuses in Arunachal Pradesh, Uttar Pradesh, Karnataka, Puducherry and Madhya Pradesh.

That setting gives the Hindi programme a wider academic context. RRU brings together students, teaching staff and professionals linked to security and police studies. Language is therefore part of the daily academic and administrative work of a university that deals with public institutions and government services.

The Central Hindi Directorate, under the Department of Higher Education, also describes the development of Hindi as a constitutional responsibility. The directorate was established on 1 March 1960 and works on programmes connected with the development and wider use of Hindi.

At RRU, the 2026 fortnight is being marked through activities rather than a single ceremony. Poetry, quizzes, discussions and letter writing give participants different ways to work with the language. The schedule also gives students and staff a chance to take part in activities outside their regular academic or administrative duties.

The opening ceremony on 15 September therefore marks the start of a 15-day programme at the university. The activities are scheduled to continue until 29 September, with the Hindi Committee coordinating the events and members of the university community taking part.
