In the Sabarkantha district of Gujarat, a significant step has been taken to modernise policing. Rashtriya Raksha University (RRU), an institution of national importance under the Ministry of Home Affairs, has joined hands with the Sabarkantha Police to launch a two-day capsule course on SMART policing. The training, held from 24 to 25 November 2025, will benefit 167 police officers from across the district.

This initiative reflects how policing is evolving to meet new challenges. As threats from cybercrime, digital mischief and fast-changing criminal law grow, the training focuses on key modules like police investigation techniques, cybercrime investigation, road safety and traffic management, crime scene investigation, and newly introduced criminal laws. The design of the course reflects the need for data-driven, technology-enabled and citizen-centric policing practices.

RRU’s collaboration and the district police’s readiness are aligned with wider state and national goals: the move is backed by the vision of the Prime Minister and the Union Home Minister, and supported by the Chief Minister of Gujarat, to elevate policing standards and advance the SMART Police City project across the state. 
At the inauguration, Dr Parthrajsinh Gohil, Superintendent of Police, Sabarkantha, emphasised how the capability of RRU will serve the district’s police personnel through SMART training initiatives. He noted that the training will help officers enhance their professional preparedness and truly become SMART.

Dr Dharmeshkumar Prajapati, Registrar of RRU, addressed the gathering and reaffirmed the university’s dedication to law-enforcement capacity building. He said that RRU is “the second home for all police personnel of the nation” and that its doors remain open for continuous learning, innovation and professional development in national and internal security.

This capsule course is more than a one-off event. It stands as a significant step toward strengthening district-level preparedness, fostering continuous learning and helping establish Sabarkantha as an emerging model of SMART policing practices in Gujarat. The underlying SMART policing framework — emphasising being Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, Tech savvy and Trained — is already part of RRU’s larger “SMART Police City” initiative in Gandhinagar.

In the wider context, RRU has been leading training and research programmes across multiple domains of security and policing. More than 600+ law enforcement officers have been trained by the university in areas such as investigation, cybercrime, tourism policing and police photography. The modern policing environment demands that officers be comfortable with technology, data and citizen engagement. Modules like cyber-crime investigation and traffic/road-safety management reflect this shift. Research shows that in cities like Ahmedabad, automated systems, digital e-challan data and spatio-temporal analytics are playing a growing role in traffic enforcement.

With this training, Sabarkantha’s police officers will be better placed to adopt data-driven investigation, manage traffic smartly, respond to crime scenes with modern tools and keep pace with updates in criminal laws. The holistic focus ensures not only enforcement but also prevention, accountability and stronger service to the citizen. Overall, the collaboration between RRU and Sabarkantha Police marks a modern chapter in policing in Gujarat. It shows that policing is no longer just about enforcing rules — it is about being prepared, tech-enabled, responsive and citizen-friendly. With such initiatives, districts like Sabarkantha are becoming laboratories for the next generation of policing practice in India.
