The Government on 01.07.2025 approved the Employment Linked Incentive (ELI) Scheme named as Pradhan Mantri Viksit Bharat Rojgar Yojna to support employment generation, enhance employability and social security across all sectors, with special focus on the manufacturing sector.
This big scheme has a plan of ₹99,446 crore to help people get jobs and make employers hire more. It aims to create over 3.5 crore new jobs in two years—good news for youth and the growth of the country. The scheme has been formulated after extensive consultations with all stakeholders, including labour-intensive Ministries, Trade Unions, Industry Associations and Experts. A Steering Committee comprising representatives from labour-intensive Ministries/Departments has been constituted. In addition, an Executive Committee has also been constituted to ensure effective implementation, close monitoring, and regular oversight of the scheme.
Having a Steering and Executive Committee helps make sure the plan runs smoothly and that experts and workers’ groups help shape how it works. The scheme has a registration period of two years from 01.08.2025 to 31.07.2027 and a budgetary outlay of ₹ 99,446 Crore for the period FY 2025-26 to FY 2031-32. The scheme comprises two parts, i.e. Part A and Part B, and focuses on providing support to both employees and employers by way of incentives. The scheme provides for incentives for 1.92 crore new eligible employees under Part A. Incentives for the creation of approximately. 2.59 crore additional jobs to employers is provided for under Part B of the scheme.
Part A gives up to ₹15,000 to first-time private-sector job workers in two parts after 6 and 12 months, with the second linked to a short, money-wise learning program. Part B gives employers up to ₹3,000 a month per new worker for two years; in manufacturing, it may go to four years In keeping with the vision of the Budget Announcement 2024-25 on developing e-Shram as a One-Stop-Solution for unorganized workers to have access to various social security schemes, the Ministry of Labour and Employment launched the e-Shram–“One-Stop-Solution” on 21st October 2024. e-Shram– “One-Stop-Solution” entails integration of different social security/ welfare schemes at a single portal. This enables unorganised workers registered on e-Shram to access social security schemes and see the benefits availed by them so far, through e-Shram.
The e-Shram portal, launched earlier in August 2021, holds Aadhaar-verified data of over 30.98 crore unorganised workers as of August 3, 2025. It brings many welfare schemes together in one place, so workers don’t need to manage many sites. So far, fourteen (14) schemes of different Central Ministries/ Departments have already been integrated/ mapped with the e-Shram to extend benefits and access to social security, insurance or skill development programmes to e-Shram cardholders including Pradhan Mantri Street Vendors Atmanirbhar Nidhi (PMSVANidhi), Pradhan Mantri Suraksha Bima Yojana (PMSBY), Pradhan Mantri Jeevan Jyoti Bima Yojana (PMJJBY), National Family Benefit Scheme (NFBS), Mahatma Gandhi National Rural Employment Guarantee scheme (MGNREGS), Pradhan Mantri Awas Yojana – Gramin (PMAY-G), Ayushman Bharat – Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), Pradhan Mantri Awas Yojana – Urban (PMAY-U), Pradhan Mantri Matsya Sampada Yojana (PMMSY), Pradhan Mantri Kisan Maan Dhan Yojana (PM-KMY), One Nation One Ration Card (ONORC) and Pradhan Mantri Matru Vandana Yojana (PMMVY).
These schemes give help like small loans, insurance, health care, housing, and support for mothers and families. Having them on one portal makes it easier to track and use. In addition to the above schemes, e-Shram is also integrated with Pradhan Mantri Shram Yogi Maan-dhan (PM-SYM), National Career Service (NCS), Skill India Digital Hub (SIDH), Unified Mobile Application for New-age Governance (UMANG), Digital Locker (DigiLocker), myScheme and Open Government Data Platform (OGD).
These extra digital tools make it easier for workers to get jobs, save identity documents, find schemes that fit them, learn new skills, and use government data easily . To further enhance the availability and accessibility of e-Shram and its associated services to unorganised workers, the Ministry of Labour and Employment officially launched the e-Shram mobile application on 24th February 2025. This application facilitates real-time access to welfare schemes integrated with the e-Shram platform, thereby significantly strengthening both accessibility and user convenience.
A mobile app lets workers check their benefits, register schemes, and see their records right from their phones—especially helpful for those with no desktop access. The Government, in its Budget Announcement for the financial year 2025-26, has announced several key measures for the welfare of Gig workers of online platforms (platform workers), viz., their registration on the e-Shram portal, issuance of identity cards, and extension of health care benefits under Ayushman Bharat-Pradhan Mantri Jan Aarogya Yojana (AB-PMJAY). This means people working online for delivery or housekeeping can now register, get ID cards, and get health care under Ayushman Bharat easily through e-Shram.
