Maldives Police Get High-Impact Digital Forensics Training

The Rashtriya Raksha University (RRU) announced the successful conclusion of a specialised training programme in the Maldives. The “Advanced Digital Forensics and Incident Response (DFIR)” course was delivered in collaboration with the Maldives Police Service (MPS) and the National College of Policing and Law Enforcement (NCPLE), Maldives.

This collaboration builds on an earlier memorandum of understanding (MoU) signed on 7 October 2024 between RRU and NCPLE, with the presence of Prime Minister Narendra Modi of India and President Mohamed Muizzu of the Maldives — signalling the high-level commitment to this partnership.

Held between 15 and 20 November 2025 at the facilities of the Maldives Police Service, the training brought together 27 mid-to-senior level officers drawn from the Maldives Police, NCPLE and various cyber/security units. The goal was clear: to sharpen the digital investigation and incident-response capabilities of the participating professionals amid rising cyber-threats and increasingly complex digital evidence landscapes.

The inauguration on 15 November featured Mr Ajay Virendrabhai Rajgor (Assistant Registrar, Examination, RRU), Dr Ravi Sheth (Senior Assistant Professor, IT, School of Information Technology, Artificial Intelligence & Cyber Security, RRU) and Mr Vivek Joshi (Assistant Professor, same School & Assistant Director, Training, RRU). Their presence underscored RRU’s investment in this training initiative.

The curriculum was comprehensive and modern. Participants engaged in modules covering:

  • Core DFIR methodology, evidence management and acquisition — essential for maintaining integrity and admissibility of digital evidence.

  • Operating system & file system forensics — to extract and understand artefacts from varied computing environments.

  • Memory forensics & malware persistence — crucial for identifying advanced threats and understanding how adversaries maintain presence in systems.

  • Network forensics & log analysis — enabling tracing of cyber-attacks and reconstruction of intrusion paths.

  • Enterprise-scale & cloud incident response — preparing officers to handle large organisational networks and cloud-based environments, which are increasingly common in modern cyber-incidents.

By the end of the programme, participants are expected to:

  • Understand and apply the DFIR methodology for structured digital investigations.

  • Implement best practices in evidence management and acquisition, maintaining chain-of-custody and forensic soundness for legal proceedings.

  • Analyse operating systems and file systems to uncover hidden digital traces and forensic artefacts.

  • Conduct memory forensics and identify malware persistence mechanisms used by advanced adversaries.

  • Perform network forensics and log analysis to map and reconstruct cyber intrusion events.

  • Develop strategies to respond to and mitigate incidents at enterprise scale and in cloud environments.

On the third day of the training (18 November 2025), the RRU team met His Excellency High Commissioner of India to the Maldives, G. Balasubramanian, along with Deputy High Commissioner Kumar Gaurav and other High Commission officials in Malé. The High Commissioner conveyed his warm regards to Prof (Dr) Bimal N. Patel (Vice-Chancellor, RRU) and engaged in a detailed discussion on future priorities and possible collaboration avenues among NCPLE, MPS and RRU. He also commended RRU’s ongoing training work and its substantive contribution to capacity-building within the Maldives Police Service.

This initiative is both timely and strategic. With cybercrime, digital evidence, cloud systems and network intrusions becoming more complex, law enforcement agencies globally must upskill their teams in digital forensics and incident response. Through international cooperation, institutions like RRU help enable partner agencies to meet these challenges. In this case, the Maldives Police Service and NCPLE now stand better equipped to handle advanced cyber-threats, manage digital investigations, and respond to incidents across traditional and cloud platforms.

For RRU, this training adds to its growing global footprint in police science, cybersecurity and strategic security education. As an institution designated as an Institution of National Importance in India, RRU specialises in national security, cyber security, digital forensics and internal security studies. The collaboration with Maldives law enforcement institutions reflects its ongoing commitment to international partnerships and regional security strengthening.

In short, this joint training marks a positive step in reinforcing regional cyber-security and law-enforcement capabilities. With newer threats emerging every day, the skills imparted through this programme will help the Maldives Police Service and its training arm, NCPLE, become better aligned for future digital investigations and cyber-incident responses. The human resources trained here will form part of the frontline of digital defence in the region.
