Rajnath Singh Represents India at SCO Meeting in Tajikistan

Rajnath Singh Arrives in Dushanbe for SCO Heads of Government Meeting

India’s Defence Minister Rajnath Singh has arrived in Dushanbe, the capital of Tajikistan, for a two-day official visit to represent India at the Shanghai Cooperation Organisation (SCO) Council of Heads of Government Meeting.

His visit comes as India continues to take part in regional discussions on trade, security and cooperation with countries across Asia. The meeting provides an opportunity for member states to discuss shared concerns and examine areas where they can work together.

The visit took place ahead of the meeting scheduled for 19 and 20 October 2026. The discussions covered trade, economic growth, investment, transport links, innovation and cultural exchanges. Member states were also expected to review ongoing projects and consider decisions concerning the organisation’s finances and working arrangements.

The Shanghai Cooperation Organisation is a regional group founded on 15 June 2001. Its members work on matters linked to security, economic ties and relations between countries. India became a full member in June 2017, joining China, Russia, Kazakhstan, Kyrgyzstan, Pakistan, Tajikistan and Uzbekistan. Iran and Belarus joined the group in later years, taking its membership to 10 countries.
The organisation has two main leadership meetings. The Council of Heads of State sets broad policy and long-term goals. The Council of Heads of Government, which brings together prime ministers or other senior representatives, deals with economic cooperation and other shared work. It also considers the organisation’s annual budget.
India’s representation at the Dushanbe meeting by Defence Minister Rajnath Singh reflects the range of subjects discussed by the SCO. Although the group is often linked with security issues, its work also covers business, investment, transport, technology and cultural relations.

Trade and transport links are key subjects for countries seeking stronger economic ties across Asia. Better links between markets can help businesses move goods, reach customers and find new suppliers. Investment and cooperation on technology can also create opportunities for companies and workers.

For India, engagement with Central Asian countries offers a way to build economic and diplomatic relations with a region that connects several parts of Asia. The SCO provides a regular forum for these discussions, though progress depends on decisions by individual governments and their ability to carry them out.

The meeting in Dushanbe also gave member states a chance to review existing cooperation projects. Its agenda included cultural and humanitarian exchanges, which can support contact between people, educational institutions and communities.

The subjects under discussion are wide-ranging, and the outcome will depend on the decisions made by the participating countries. Attendance at a meeting does not, by itself, mean that a new agreement or investment has been finalised.

Dushanbe, the capital of Tajikistan, hosted the gathering. The country is one of the SCO’s founding members and has taken part in its work since the organisation began.

Hosting a meeting of this kind gives Tajikistan a central role in discussions among member states. It also provides a setting for representatives to meet and consider issues that affect their countries.

India and Tajikistan have maintained diplomatic relations for decades. Their engagement has included security cooperation and wider regional affairs. The SCO offers another formal channel through which the two countries can discuss matters of common interest.

The gathering also brings together countries with different national interests. Reaching common positions can therefore require detailed talks, especially when decisions involve trade, security or the movement of goods across borders.

India has taken part in several SCO activities since becoming a full member in 2017. At the previous Council of Heads of Government meeting, held in Moscow on 18 November 2025, External Affairs Minister S. Jaishankar represented India.

The Dushanbe meeting continued this engagement, with Rajnath Singh representing the country in October 2026. India’s participation allows it to present its position on regional matters and take part in discussions with other member states.

For readers and businesses, the practical value of such meetings lies in what governments agree to do after the discussions. Changes in trade rules, transport links, investment arrangements and cooperation programmes can affect how companies operate and how countries build economic ties.

Rajnath Singh’s two-day visit placed India at the table for talks on these issues. The next measure of progress will be the decisions taken by the SCO members and the steps they follow through after the Dushanbe meeting.
