Rashtriya Raksha University’s MoU with Odisha Police Expands National Security

In a historic stride toward the vision and mandate of Hon’ble PM Shri Narendra Modi and Hon’ble UHM Shri Amit Shah, Rashtriya Raksha University (RRU) has signed a landmark Memorandum of Understanding (MoU) with the Odisha Police. The ceremony, held in the august presence of the Hon’ble Union Home Minister, marks a significant milestone as RRU now holds MoUs with 25 state police organisations across India, reinforcing its role as a national pillar for internal security.

Rashtriya Raksha University is a specialised national security university based in Gandhinagar, Gujarat. It was set up by an Act of Parliament in 2020. The university focuses on education, training, and research in security and policing. It aims to prepare skilled officers who can handle modern security challenges such as cybercrime, terrorism, and organised crime. Over the past few years, the university has built partnerships with many state police forces, central armed police forces, and international agencies.

By signing agreements with state police organisations, the university creates a strong system where police personnel can receive professional education along with field training. The MoU with Odisha Police is another step in that direction. Such partnerships help police officers learn new techniques, use modern technology, and improve their investigation skills. India has a very large and diverse police system, and regular training is important so that officers can respond to new types of crime.

The presence of the Union Home Minister at the ceremony also highlights the importance the Government of India gives to strengthening internal security. Over the past decade, the central government has focused on improving police training, digital policing, and coordination between states. Programmes related to smart policing, modern forensic science, and cyber security are now being introduced in many police academies across the country.

Under the visionary leadership of Prof. (Dr.) Bimal N. Patel, Vice-Chancellor, RRU, the university is committed to scaling its impact following a successful foundation of training 45 Odisha Police personnel in high-stakes areas. These domains include Internal Security, Counter-Terrorism, Coastal and Maritime Security, Intelligence, and Digital Forensics.

Training in these areas has become very important in today’s world. Internal security involves protecting the country from threats that arise within its borders. These can include organised crime, extremist groups, and cyber attacks. Counter-terrorism training prepares officers to detect threats early and respond quickly in case of attacks. Officers learn about intelligence gathering, risk assessment, and emergency response methods.

Coastal and maritime security is also very important for states like Odisha, which has a long coastline along the Bay of Bengal. India’s coastline stretches more than 7,500 kilometres, and protecting it is a key part of national security. Police and security agencies must watch ports, fishing routes, and coastal villages to prevent smuggling, illegal activities, or infiltration. Training programmes help officers understand how to work with the Coast Guard and other security agencies.

Digital forensics is another fast-growing field in policing. Today, many crimes leave digital traces such as phone records, emails, online messages, or data stored on computers. Special training helps police officers collect, protect, and study this digital evidence in a proper way so that it can be used in court. With cybercrime increasing every year, digital investigation skills are becoming essential for police forces across India.

Following the signed MoU, RRU is eager to lead the transition into the New Criminal Laws, integrating SMART Policing and advanced Forensic Science into the core of Odisha’s law enforcement training. This transition is being strategically guided by Dr Jasbir Kaur Thadhani, Dean I/C, RRU, and Air Commodore (Dr.) Jayanta Kumar Sahu (Retd), Director of Projects, RRU, is to ensure the highest standards of academic and operational excellence.

India recently introduced new criminal laws that aim to modernise the country’s justice system. These laws replace older colonial-era laws and focus on faster justice, better investigation methods, and stronger use of technology. Police officers must be trained to understand these new rules and apply them correctly during investigations and court procedures.

The concept of SMART Policing is also becoming a key focus. SMART stands for Strict and Sensitive, Modern and Mobile, Alert and Accountable, Reliable and Responsive, and Tech-enabled and Trained. The idea is to build a police force that is professional, technology-driven, and close to the community. Training institutions like Rashtriya Raksha University play a major role in helping police personnel learn these modern methods.

A key feature of this partnership is the academic affiliation of the training institutions of the Odisha Police. RRU will provide Diplomas, PG Diplomas, and Degrees to recruit trainees, ensuring that professionalisation begins from day one. This long-term collaboration ensures a future-ready, technologically advanced force dedicated to the safety and security of the nation.

This step is important because it links police training with formal higher education. When recruits receive recognised diplomas or degrees along with their practical training, it raises the overall standard of policing. Officers gain both academic knowledge and real-life skills. This approach also encourages lifelong learning, as officers can continue to upgrade their qualifications during their careers.

In the long run, such partnerships between universities and police forces can help build a stronger and more modern security system in India. With growing challenges like cybercrime, cross-border threats, and complex investigations, trained and educated police officers will play a crucial role in protecting citizens and maintaining law and order across the country.
