Prime Minister Leads at Combined Commanders’ Conference, Kolkata

The Armed Forces will host the Combined Commanders’ Conference (CCC) 2025 in Kolkata, West Bengal, from September 15 to 17, 2025. The theme for this year’s conference is ‘Year of Reforms – Transforming for the Future’. The conference will be inaugurated by the Prime Minister and will also be graced by Raksha Mantri, National Security Advisor, Raksha Rajya Mantri, Chief of Defence Staff and Defence Secretary. Secretaries from other Ministries are also likely to be present in addition to officers from the three Services and the Integrated Defence Staff.

The CCC 2025 will focus on Reforms, Transformation & Change and Operational Preparedness. Together, these reflect the Armed Forces’ commitment to institutional reforms, deeper integration and technological modernisation, while sustaining a high level of multi-domain operational readiness. The deliberations will seek to further strengthen the Armed Forces, which are agile and decisive in an increasingly complex Geo-Strategic landscape. Continuing with the tradition of inclusive engagement, the conference will feature interactive sessions with officers and personnel of various ranks from the Armed Forces, ensuring that field-level perspectives enrich the discussions at the highest level.

The CCC is the apex-level brainstorming forum of the Armed Forces, bringing together the nation’s top civil and military leadership to exchange views at the conceptual and strategic levels. This year’s Combined Commanders’ Conference (CCC) takes place from September 15 to 17 in Kolkata. That’s three busy days where top leaders get together to talk about big ideas. Having it in Kolkata reminds everyone that the military moves around the country for fresh perspectives and local support

Important leaders like the Prime Minister, Defence Minister, National Security Advisor, CDS (Chief of Defence Staff), and the Defence Secretary will join. When top people show up, it underlines how serious the work is, helping decisions happen faster and with more teamwork across departments. Focusing on Reforms, Transformation & Change, and Operational Preparedness means the Armed Forces want to become more flexible, ready, and forward-thinking. They’re working on ways to change how they work inside, bring all branches closer together, and use better technology to stay ready

They plan to make the forces faster and smarter. The world isn’t simple anymore; there are new challenges everywhere, so India’s military wants to be agile and decide quickly. That helps them stay strong no matter what comes their way. They want everyone’s ideas included. That means officers from all ranks and areas get to share, not just top brass. When those on the ground talk, it helps the leaders understand real, practical challenges, making strategies stronger

This CCC is the top-level think-tank for India’s Armed Forces. It’s the main place where civil leaders and military chiefs come together to talk strategy, share ideas, and plan how to keep the country safe in the long run. This is also the first big commander meet after Operation Sindoor, a recent action India took in May. That mission brought home new lessons about planning and coordination. Leaders are bringing those lessons to the table, so future decisions are sharper and better crafted

India has already started important military reforms like setting up Theatre Commands, where the Army, Navy, and Air Force work together under one roof in areas like northern or eastern India. This shows they are laying the framework for better teamwork, which fits with the CCC goals. The CCC keeps a long tradition going. It has been held at different places around India, like Gujarat, Dehradun, Jodhpur, and even at sea once. This shows flexibility and openness to fresh thinking and national engagement
