Correctional Diploma Awarded to 20 Gujarat Jail Sahayaks

RRU Awards Correctional Administration Diplomas to 20 Gujarat Jail Trainees

Twenty Jail Sahayak trainees from Gujarat have received course completion certificates for the Diploma in Correctional Administration from Rashtriya Raksha University (RRU), marking a new academic step in the training of prison staff in the state.

The certificates were presented during the Police Commemoration Day programme at RRU in the presence of Gujarat Governor Acharya Devvrat, who attended as the chief guest. The 20 trainees belong to the Gujarat Institute of Prisons and Correctional Administration (GIPCA), Ahmedabad, and are part of a larger group of 540 trainees graduating from their training programme.

The diploma arrangement follows a memorandum of understanding signed between RRU and GIPCA in February 2026. Under this agreement, the Basic Training Course for Jail Sahayak conducted at GIPCA now leads to a university diploma through RRU’s affiliation and accreditation process.

The move brings university-level academic recognition to the training undertaken by newly recruited prison staff. It also creates a formal link between the state’s prison training system and a university that specialises in national security, policing and related fields.

GIPCA, based in Ahmedabad, trains personnel for prison administration in Gujarat. Jail Sahayaks form part of the staff responsible for the daily running of prisons. Their duties place them in direct contact with inmates and require them to follow prison rules, maintain order and support the work of senior officers.

Prison administration involves responsibilities beyond keeping inmates in custody. Staff must follow security procedures, maintain records, respond to emergencies and work within the legal rules governing prisoners. Training in correctional administration can help staff understand these duties and the wider role of prisons within the criminal justice system.

RRU’s diploma programme has been developed under the Global Correctional Administration Studies (GCAS) initiative of its School of Behavioural Sciences and Forensic Investigations (SBSFI). The university launched the initiative under the leadership of Vice-Chancellor Prof. (Dr.) Bimal N. Patel.

The programme places prison training within a broader academic setting that includes behavioural sciences and forensic investigations. These fields can support the study of prisoner behaviour, institutional safety and the treatment of people in custody. The announcement, however, does not specify the subjects covered in the diploma, the number of teaching hours or the assessment methods used for the trainees.

The certificate ceremony took place as India continues to examine how its prisons are managed and how correctional services can support the return of former inmates to society.

The Ministry of Home Affairs prepared the Model Prisons and Correctional Services Act in 2023 to guide states and Union Territories in updating prison laws and administration. The proposed framework covers matters such as prisoner welfare, security, vocational training, rehabilitation and reintegration into society.

Prison administration is a state subject under the Constitution, which means state governments and Union Territory administrations are responsible for managing their prisons. The central government issues guidance and provides support, while states decide how to apply relevant laws and policies within their jurisdictions.

A Ministry of Home Affairs update published in August 2025 said 21 states and all eight Union Territories had adopted the Model Prison Manual, 2016. The ministry also reported that no state had confirmed adopting the Model Prisons and Correctional Services Act, 2023, at that time. The distinction matters because guidance and model laws do not automatically become binding law in every state.

Against this background, professional training for prison staff remains an important part of prison administration. Rules and infrastructure can set the conditions for safe custody, but staff members must apply those rules in their daily work. Their understanding of legal duties, prisoner welfare and institutional procedures affects how prisons operate.

The RRU-GIPCA agreement gives Gujarat’s Jail Sahayak trainees a formal university qualification linked to their basic training. Its practical value will depend on the quality of instruction, the skills trainees gain and how those skills are applied in prison settings. The announcement does not provide information on whether the diploma will affect recruitment, promotion or future service requirements.

The initiative also reflects the Prime Minister’s stated vision of reforming and modernising India’s security system, with prison management placing greater attention on correction, rehabilitation and reintegration into society.

During the programme, senior officers from prison departments and correctional services in Gujarat and other states were present. The trainees also visited various schools and laboratories at RRU during the day, allowing them to see the university’s academic and training facilities.

The participation of officers from different states placed the diploma presentation within a wider gathering of people working in policing and correctional services. The event also provided an occasion for trainees to become familiar with the university environment linked to their qualification.

For Gujarat’s prison department, the next measure of progress will be the value that the training brings to daily prison work. The diploma establishes an academic link between RRU and GIPCA, while the experience of the trainees will show how that arrangement serves the needs of prison staff and the correctional system.
