RRU Bhopal signs MoU with Madhya Pradesh government as campus expansion takes shape
Rashtriya Raksha University’s Bhopal Campus has signed a Memorandum of Understanding with the Government of Madhya Pradesh for the development and expansion of the campus, with a focus on security education, cyber security, police training and research.
The agreement was signed in Bhopal on Tuesday in the presence of Madhya Pradesh Chief Minister Dr Mohan Yadav and Technical Education Minister Inder Singh Parmar. Senior government officials, RRU representatives and academic leaders attended the event, which also marked the Foundation Day of the RRU Bhopal Campus.
A major part of the agreement is the allocation of land for the expansion of the Bhopal campus. The proposed site is expected to support academic buildings, training facilities, research work and other infrastructure linked to security education.
The move comes as RRU continues to expand its presence outside its main campus at Lavad in Gandhinagar, Gujarat. Parliament established the university as an Institution of National Importance under the Rashtriya Raksha University Act, 2020. The Act came into force in 2020, placing RRU under the Ministry of Home Affairs.
RRU established its Bhopal Campus in 2025. It currently operates from the Rajiv Gandhi Proudyogiki Vishwavidyalaya campus at Gandhi Nagar, Bhopal.
A June 2026 government release said the Bhopal campus was set up to provide education, training, research and skills development in national security and cyber-related fields in Central India.
The campus already offers courses connected with the growing demand for technical and professional skills in security services. RRU lists programmes such as B.Tech in Computer Science and Engineering with a specialisation in Cyber Security, M.Sc in Cyber Security and Digital Forensics, PG Diploma courses in Police Science and Management and Strength and Conditioning.
This academic mix reflects the changing nature of policing and security work. Investigations increasingly involve mobile phones, computers, online accounts, digital records and other electronic evidence. RRU’s wider academic programme includes cyber security, digital forensics, police administration, national security, criminology, forensic science and related subjects.
The expanded Bhopal campus is also expected to support specialised training for police officers, Central Armed Police Forces, including the CRPF, defence personnel and other security professionals.
The areas listed for training include cyber security and cyber defence, digital forensics, investigation, police science and management, internal security, emerging security technologies, physical fitness and operational preparedness.
For Madhya Pradesh, the proposed facilities could provide a local base for specialised courses and professional training instead of requiring every programme to be conducted elsewhere. The actual scale and timelines of the proposed infrastructure will depend on the implementation of the agreement and the development of the campus.
RRU already works with security and government organisations on training and research. Its published training material covers subjects such as cyber-crime investigation, digital forensics, malware analysis, mobile phone forensics, cyber incident response, open-source intelligence and police modernisation.
The Bhopal event also saw the signing of a Relationship Agreement between RRU and Rajiv Gandhi Proudyogiki Vishwavidyalaya, commonly known as RGPV.
The agreement is intended to support cooperation between the two institutions in education, research, training, technology, infrastructure, innovation and academic activities.
The arrangement has particular relevance because the RRU Bhopal Campus is already functioning from the RGPV campus at Gandhi Nagar. RRU’s own campus information identifies RGPV as the present location of its Bhopal operation.
RGPV is a technical university in Bhopal, while RRU brings a specialised focus on security, policing and related fields. Cooperation between the two institutions could give students and researchers opportunities to work across technology and security subjects, although the details of individual projects under the new agreement will depend on future decisions by both institutions.
RRU’s Bhopal expansion comes at a time when cyber security has become an important part of police and national security work. Government records describe RRU as an institution focused on education, research and training for national security and policing, with attention to emerging security challenges.
The university’s Bhopal programme list also shows how closely technology is now linked with security education. Cyber security, digital forensics and computer science sit alongside police science and physical training.
Dr Rakesh Singh Kunwar, Director of the RRU Bhopal Campus, has a PhD in Cyber Security and research interests that include malware analysis, the dark web, threat hunting and cyber crime.
The Foundation Day event therefore comes at a point when the Bhopal campus is moving from its present arrangement inside RGPV towards a larger planned campus of its own.
The immediate task will be to turn the land and institutional agreements into working facilities, courses, laboratories and training programmes. For students, police personnel and security professionals in Madhya Pradesh, the proposed expansion could increase access to specialised education and training within the state.
For RRU, the Bhopal campus is also part of its wider effort to build a presence across India. Government records show that the university has expanded beyond Gujarat with regional campuses and centres in several states.
At the Bhopal Foundation Day event, the next stage of that expansion was set out through the agreement with the Madhya Pradesh government and the new relationship with RGPV.
