Rashtriya Raksha University Hosts Ministry of External Affairs, India ITEC Training Programme on Fundamentals of International Law & Security “30 Delegates from 21 Asian–African States Awarded Certificates on Completion of Programme”

The Rashtriya Raksha University in Gandhinagar, Gujarat, hosted a two-week Ministry of External Affairs, India–ITEC Programme on Fundamentals of International Law & Security. This program benefited 30 delegates from 21 Asian-African States.

In recent years, ITEC (Indian Technical and Economic Cooperation) programmes have been well-known for helping countries learn new skills. The programme at RRU fits right in—bringing people from Asia and Africa to India to learn about law and safety. It is a way India shares expertise and builds friendships.

The Training Programme was inaugurated by H.E. Dr. Kamalinee Pinitpuvadol, Secretary-General of Asian–African Legal Consultative Organisation, who also delivered a lecture on AALCO’s contribution to progressive development and codification of international law.

AALCO, founded back in 1956, advises many countries on international law. Its Secretary-General, Dr. Pinitpuvadol, speaks across Asia and Africa and helps shape rules for peace and fairness. Prof. Dr. Bimal N. Patel, Vice-Chancellor of Rashtriya Raksha University, highlighted that the ITEC Programmes promote international cooperation in capacity building, thereby contributing to international peace and security. Referring to the RRU–AALCO MoU aimed at promoting international law studies and research, Prof. Patel highlighted past collaborative initiatives, including the International Conference on Treaty Law and Practice and the commemorative event marking the 75th anniversary of the UN International Law Commission. Drawing upon his experience as a Member of the International Law Commission, he reiterated the role of international law in guiding multilateralism, especially in the context of the 80th anniversary of the UN Charter.

RRU is India’s first national security and police university, and it works under the Ministry of Home Affairs to help police and security agents learn and train better

 The RRU–AALCO MoU is part of a growing effort to study international law and peace. RRU’s Centre for International Law focuses on global rules and bringing the idea of “the world is one family” into law studies

 Prof. Patel’s work with the UN body shows RRU’s leadership in thinking about big issues—like treaties, peace, and how nations must work together.

The training programme, spread across 30 sessions, featured lectures by Prof. Martins Paparinskis, Member of the International Law Commission; Dr. Damilola S. Olawuyi, Associate Professor of Law at HBKU Law School; and Shri Amal Kumar Ganguli, Senior Advocate at the Supreme Court of India, who also inaugurated the academic year at the School of Criminal Law & Military Law and the School of Integrated Coastal & Maritime Security Studies.

Involving experts like Prof. Paparinskis and Dr. Olawuyi brings real-world knowledge to the students. RRU’s schools—Criminal & Military Law and Coastal & Maritime Security—teach how laws work in different and important places such as the sea, ports, and military zones

Ms. Esther Muthua, Education Attaché at the Kenyan High Commission in New Delhi, also addressed the participants. The special session was held at the Sun Temple in Modhera, where participants joined Ms. Muthua in exploring India’s rich cultural heritage.

A Kenyan delegate, Ms. Muthua, shared her view from Kenya, adding international views. A visit to the Sun Temple, a beautiful and ancient Indian site, made the programme fun and culturally rich too.

Aligned with the training programme, a thematic lecture on “Galvanising Political Commitment to IHL” was delivered by Ms. Anne Quintin from the International Committee of the Red Cross (ICRC), commemorating the 75th anniversary of the Geneva Conventions.

ICRC is a global group that teaches countries to care for people during war and emergencies. Ms. Quintin’s talk linked learning law with human kindness and safety around the world.

The programme, well-received by the participants, concluded with remarks from Mr. Varun. VM, Director (I/c), SICMSS, who reaffirmed RRU’s commitment to promoting international peace, security, and humanity.

A good wrap-up talks about peace, security, and caring for people. RRU shows it is serious about making the world safer through learning, law, and cooperation.
