RRU JKSDRF MoU Signed to Strengthen Disaster Response 

RRU and J&K SDRF Partner to Expand Disaster Management Training and Research

 Rashtriya Raksha University (RRU), J&K Campus, and the Jammu and Kashmir State Disaster Response Force (JKSDRF) have signed a Memorandum of Understanding (MoU) aimed at improving disaster management training, research and emergency response capabilities in the Union Territory.

The agreement was signed in Srinagar at the office chamber of A.G. Mir, IPS, Director General of Police and Commandant General, Home Guards, Civil Defence and SDRF, Jammu and Kashmir. The partnership brings together the academic resources of Rashtriya Raksha University and the operational experience of the State Disaster Response Force at a time when disaster preparedness has become an increasingly important area of public policy across India.

Under the MoU, the two institutions will work together to develop specialised training programmes for SDRF personnel, certify academic and training courses, and support the strengthening of disaster management training centres in Jammu and Kashmir. The agreement also provides for joint workshops, seminars, lectures and short-term training programmes designed to improve professional skills and knowledge in emergency response and disaster management.

The collaboration extends beyond training. Both organisations have agreed to undertake research projects related to disaster management, emergency response and allied fields. The MoU also allows for the exchange of faculty members, academic resources, training materials, publications and scholarly information.

Officials associated with the partnership said the initiative is intended to improve preparedness and strengthen the region’s ability to respond to emergencies through better-trained personnel and research-based practices.

The agreement reflects a growing trend across India in which universities and emergency response agencies are working together to improve disaster risk reduction and preparedness. Such collaborations have gained importance as governments and institutions seek to build stronger systems capable of dealing with floods, earthquakes, landslides, extreme weather events and other emergencies.

Jammu and Kashmir is among the regions in India that face a variety of natural hazards. The Union Territory has experienced devastating floods, earthquakes, avalanches and landslides over the years. The 2014 floods in Kashmir, which affected hundreds of thousands of people and caused extensive damage to homes, roads and public infrastructure, remain one of the most significant disasters in the region’s recent history.

Experts in disaster management have frequently pointed to the need for continuous training, improved coordination between agencies and greater investment in preparedness measures. The new partnership between RRU and JKSDRF is expected to contribute to these objectives by linking academic research with field-level experience.

Rashtriya Raksha University, headquartered in Gujarat, is an Institution of National Importance under the Ministry of Home Affairs. Established originally as Raksha Shakti University and upgraded through an Act of Parliament in 2020, the university focuses on national security, policing, internal security, cyber security, forensic sciences and disaster management.

The university has increasingly expanded its work in disaster studies in recent years. Through its Centre for Disaster Risk Reduction and academic programmes related to disaster management and national security, RRU has developed training and research activities focused on prevention, preparedness, response and recovery. The institution has also worked with government agencies and security organisations on specialised training initiatives.

The J&K Campus of RRU has emerged as one of the university’s important regional centres, offering educational and professional programmes linked to public safety, security and governance. The new MoU is expected to strengthen its role in disaster management education and training within the Union Territory.

The Jammu and Kashmir State Disaster Response Force serves as a specialised emergency response organisation responsible for carrying out rescue and relief operations during natural and human-made disasters. Working alongside civil administration, police, civil defence organisations and other agencies, SDRF personnel are often among the first responders during emergencies.

Across India, disaster response agencies have increasingly focused on specialised training as disasters become more complex. Modern emergency response requires expertise in search and rescue operations, flood response, medical support, communication systems, incident management and community preparedness. Continuous training is considered essential to maintaining operational readiness.

The MoU recognises this need by creating opportunities for SDRF personnel to receive specialised instruction supported by academic expertise. Joint certification programmes and structured training modules may also help establish common standards and improve professional development opportunities.

The partnership could also contribute to research in areas such as emergency preparedness, disaster risk assessment, climate-related hazards, rescue operations and community resilience. Researchers and practitioners have increasingly emphasised the importance of evidence-based planning, particularly as climate change contributes to more frequent and intense weather-related disasters in many parts of the world.

Knowledge-sharing forms another key part of the agreement. Through exchanges of faculty, publications, training material and academic resources, both organisations are expected to benefit from wider access to expertise and practical experience. Such exchanges can help ensure that lessons learned during real emergency operations are incorporated into training and research programmes.

Representing Rashtriya Raksha University at the signing ceremony were Dr Mahesh A. Tripathi, Director of RRU J&K Campus; Dr Mohammad Akmal Shah, Assistant Director; and Dr Bilquees Dar, Assistant Professor in Disaster Management.

The JKSDRF delegation included Imtiyaz Hussain Mir, DIG and Director Civil Defence and SDRF Kashmir; Masroor Ahmad Mir, SSP and Commandant of SDRF 1st Battalion Srinagar; and Mohd Rafi Giri, SSP and Staff Officer to the Commandant General, Home Guards, Civil Defence and SDRF, Jammu and Kashmir.

The agreement adds to a broader effort by governments, educational institutions and emergency response agencies to improve disaster readiness through training, research and institutional cooperation. As disaster management increasingly relies on both scientific knowledge and field experience, partnerships such as this are expected to play an important role in strengthening emergency response systems and enhancing public safety.

For Jammu and Kashmir, where geographical and climatic conditions create recurring disaster risks, the collaboration offers a framework for building skilled manpower, encouraging applied research and supporting long-term preparedness efforts. By combining academic study with operational experience, the two institutions aim to contribute to stronger disaster response capabilities and improved resilience across the Union Territory.
