HAL Aircraft to Join IAF and Pawan Hans Fleets on September 18
HAL to Hand Over Tejas Trainers, HTT-40 Aircraft and Dhruv NG Helicopters in Bengaluru
Hindustan Aeronautics Limited (HAL) is set to hand over a group of Indian-made aircraft and helicopters to the Indian Air Force (IAF) and Pawan Hans Limited (PHL) in Bengaluru on September 18, bringing three different aviation programmes into focus at one event.
The handover will include LCA Tejas Final Operational Clearance (FOC) twin-seater trainer aircraft and HTT-40 basic trainer aircraft for the IAF. Dhruv Next Generation (NG) helicopters will be handed over to Pawan Hans.
Raksha Mantri Rajnath Singh and Civil Aviation Minister K Rammohan Naidu will attend the programme.
The event comes as India seeks to increase the share of locally designed and manufactured equipment used by its armed forces and civil aviation sector. The three platforms also cover different stages of aviation use, from training fighter pilots to basic flying instruction and helicopter operations.
The LCA Tejas is HAL’s indigenous fighter aircraft programme. HAL describes Tejas as a 4.5-generation, all-weather, multi-role aircraft. The company is producing different versions, including a twin-seater trainer for the Air Force. The twin-seat configuration allows a trainee and instructor to fly together during training.
The trainer aircraft is important because fighter pilots do not begin their training directly on frontline combat aircraft. They first move through basic and advanced flying stages before taking on more demanding aircraft and missions. A twin-seat Tejas gives the Air Force a platform for training pilots on the aircraft type while retaining an instructor in the second seat.
The HTT-40 serves an earlier stage of pilot training. HAL describes the Hindustan Turbo Trainer-40 as a tandem-seat, turbo-prop aircraft designed for primary flying instruction. Its listed roles include basic flying training, aerobatics, instrument flying, navigation, night flying and close formation training. The aircraft has a glass cockpit and a maximum speed of 450 kmph.
The HTT-40 has taken years to move from design work to production. HAL’s records show that the prototype made its first flight on May 31, 2016. The second prototype followed in May 2017. The programme has since moved into production, with HAL’s Bangalore Aircraft Division now listing HTT-40 among the aircraft assembled, integrated and tested at the facility.
HAL had also reported receiving Restricted Military Type Certification from the Centre for Military Airworthiness and Certification for the HTT-40. The certification cleared an important stage in the aircraft’s move towards service use.
The third platform involved in Friday’s programme is the Dhruv NG helicopter. It belongs to the Advanced Light Helicopter family developed and manufactured by HAL. The Dhruv has been used by Indian military and government organisations for several roles, and its civil aviation applications have also been under development.
Pawan Hans is a government-owned helicopter services company that has operated Dhruv helicopters in the past. Government plans for regional air connectivity have also included the purchase of indigenous HAL Dhruv helicopters for Pawan Hans. In March 2026, the Union Cabinet approved the Modified UDAN scheme, which proposed the procurement of two HAL Dhruv helicopters for Pawan Hans along with two HAL Dornier aircraft for Alliance Air.
That connection gives the September handover a wider civil aviation context. Helicopters can be used where conventional aircraft face limits, particularly in areas with difficult terrain or where airports are not readily available. The Modified UDAN programme includes measures aimed at improving air links with remote and underserved areas.
For HAL, the Bengaluru event also puts its aircraft production work in its home city under public attention. The company’s Aircraft Division in Bengaluru was established in 1940 and has manufactured several types of aircraft over the decades. Its present production work includes LCA Tejas and HTT-40, along with other aircraft and unmanned systems.
The company’s wider indigenous programme includes the LCA Mk1A, Light Combat Helicopter, Light Utility Helicopter, HTT-40 and the Indian Multi Role Helicopter. HAL has also been involved in work on aircraft engines, avionics and other systems.
The push for local production is closely linked to India’s defence procurement policy. The government has used the Atmanirbhar Bharat programme to increase domestic design and manufacturing and reduce dependence on imported defence equipment. HAL’s annual report has noted that several of its platforms, including the LCA Mk1A, LCH, Do-228 and HTT-40, appear on the government’s positive indigenisation lists.
The September 18 event will bring together officials from the Defence Ministry, Ministry of Civil Aviation, IAF, Pawan Hans and the aviation industry. Chief of the Air Staff Air Chief Marshal AP Singh, Defence Production Secretary Sanjeev Kumar, Civil Aviation Secretary Samir Kumar Sinha and HAL CMD Ravi K are also scheduled to attend.
For the Air Force, the handover adds aircraft linked to two separate parts of pilot training. The HTT-40 is intended for basic instruction, while the twin-seat Tejas is tied to training on a fighter aircraft. For civil aviation, the Dhruv NG handover places an Indian-built helicopter in the fleet of a state-owned operator.
The significance of the programme will therefore be measured beyond the ceremony itself. The continued production, certification, induction and operation of these aircraft will determine how far Indian aerospace manufacturing can meet the needs of both military and civilian operators.
Friday’s handover in Bengaluru will provide the latest marker in that process.
